Declaring War When Under Treaty

One of the most frustrating things to me is being in a non-combat treaty with a race you want to declare war on, but they are ignoring you. I have found a nice work around with spying. By unleashing all my spys on all their worlds/systems I'm sure to have one of them fumble and get caught at which point the race will contact me to tell me what a terrible person I am. If they contact you that round, you get to contact them and then you can declare war. Hope this helps someone else.
