Galaxy size is a galaxy setup element. It's exactly what it says on the tin. It's important to remember that galaxy size determines more than just the length of the game - smaller galaxies have much more limited resources and you'll clash with the other races much, much faster. On larger galaxies, there is a lot more room to expand and thus less pressure to fight each other for resources - until the galaxy is mostly settled, that is.
